FOREWORD: In 1993, AASHTO published the Quality
Control/Quality Assurance Specification and Implementation
Guide as a report of the AASHTO Highway Subscommittee on
Construction. The Joint Construction Materials task force appointed
by the AASHTO Standing Committee on Highways has made significant
changes since 1993. We have renamed the publication and printed the
Quality Assurance Guide Specification and Implementation Manual for
Quality Assurance as two separate, but companion reports.

The Subcommittee in Construction voted during their annual
meeting in August to publish their committee reports and authorize
distribution. The Subcommittee on Materials passed a resolution
endorsing the reports at their annual meeting in August.

These reports have had extensive review by industry, FHWA and
the AASHTO Construction and Materials engineers.
